Position Details THE ROLE The Operations Manager, Forensic Residential Services (FRS) is responsible for the systems that support the operation of FRS. Systems include human resources, finance and physical infrastructure. There are two such roles in Forensic Disability Services (FDS) with each holding portfolios of work that cover the span of all FRS sites, whilst each also has responsibilities for the IRTP and Bundoora sites respectively. The Operations Manager FRS is responsible for maintaining the safety, systems and security of the Forensic Residential Service. This is achieved by inspecting the facility's condition, the performance of operational tools and equipment, and the compliance of workstream processes to the safety regulations and protocols of the service according to DFFH Policy and the Occupational Health and Safety Act and Regulations. The role is responsible for monitoring resident NDIS plans to ensure adequate funding and support by NDIS providers. The roles are also responsible for ensuring FRS specific protocols and work instructions are contemporary and consistent with broader FDS and DFFH policies and relevant legislation. The Operations Manager FRS is responsible for the effective and successful management of the workforce, quality controls, and safety measures as established and set by the Department. The Operations Manager FRS will ensure safe and efficient operations and serve as a representative on regulatory committees to enhance the operational procedure, systems, and principles in the areas of information flow and management, business processes, enhanced management reporting, and look for opportunities to expand systems and improve practice in accordance with the therapeutic community of FRS. The Operations Manager FRS is not responsible for the immediate service delivery to clients (this is the responsibility of the Area Manager FRS). Rather, the role ensures back of house systems are functioning effectively to support direct operations. The Operations Manager has supervisory responsibilities for the Securities Officer FRS, G4S security staff and FRS casual workforce. The Operations Manager FRS duties and responsibilities will include supporting recruitment of staff, training new and existing employees; planning, assigning, and directing work and input into return to work plans in consultation with FRS Manager. The Operations Manager FRS will ensure they meet statewide departmental and government objectives, budget considerations and community expectations. The Operations Manager FRS reports to the Manager, FRS and is required to work across the Fairfield and Bundoora FRS sites. ACCOUNTABILITIES INCLUDE Work independently or as a manager, with remote access to supervision, in a range of organisational relationships. Make strategic decisions across a large client group within the scope of established policies and practice standards. Provide out of hours emergency management support on a rostered basis.
