The company was founded on May 29, 1933 and is headquartered in Dhahran, Saudi Arabia.</p> <p><b>Job Summary</b></p> <p>We are seeking a Cost Engineer to join our Assets Maintenance Solutions Department (AMSD) within our Global Manufacturing Excellence Organization. AMSD is responsible for providing maintenance technical consultations, towards best-in-class maintenance organization through conducting selective maintenance assessment, turnaround assurance and deploying cutting edge technologies and best practice across Global Manufacturing portfolio.</p> <p>Your primary role will be to to carry out cost engineering functions related to maintenance and turnaround in the Oil & Gas downstream sector (refineries / petrochemicals)</p> <p><strong>Key Responsibilities:</strong></p> <ul> <li>Assist in establishing estimating standards and strategies for maintenance work and turnaround to optimize cost and reduce risks.</li> <li>Review bottom-up estimates for yearly maintenance budget.</li> <li>Review bottom-up estimates for planned turnaround.</li> <li>Assist in establishing guidelines for yearly budgeting for maintenance and turnaround.</li> <li>Coordinate and work closely with Maintenance Engineer/Turnaround Engineer to prepare/review/finalize initial yearly maintenance budget and turnaround budget.</li> <li>Coordinate and work closely with Maintenance Engineer/Turnaround Engineer to review/finalize mid-year and year-end budgets.</li> <li>Carry out spending analysis to identify areas for cost savings and improvement.</li> <li>Conduct replacement vs maintenance cost analysis of assets.</li> <li>Coordinate and work closely with Maintenance Engineer/Turnaround Engineer/Contract Advisor to estimate contract costs during the proposal stage.</li> <li>Coordinate and work closely with Contract Advisor/Contract Engineer to evaluate price bids from a cost engineering point of view.</li> <li>Coordinate and work closely with Contract Advisor/Contract Engineer to prepare and establish cost evaluation criteria.</li> <li>Assist in preparing, developing, and measuring Key Performance Indicators (KPIs) for cost performance.</li> <li>Maintain computer records of cost estimating standards and guidelines.</li> <li>Coordinate and work closely with Maintenance Engineer/Turnaround Engineer to monitor costs at regular intervals and produce periodic cost reports.</li> </ul> <p><strong>Requirements:</strong></p> <ul> <li><strong>Willingness to relocate to Dhahran, Saudi Arabia.</strong></li> <li>Hold a Bachelor's degree in Engineering, preferably in Mechanical, Electrical, Industrial, Construction, Production, or a closely related discipline.</li> <li>Have a minimum of 10 years of cost engineering experience in maintenance and turnaround.</li> <li>Experience in cost benchmarking such as Solomon will be advantageous.</li> <li>Familiarity and experience with the contracting process and cost engineering in contracting are necessary.</li> <li>Experienced in conducting bottom-up estimates for yearly maintenance budgets and planned turnarounds.</li> <li>Proficient in the use of cost estimating tools and the application of market conditions and risk management to estimates.</li> <li>Knowledgeable and experienced in computer-estimating programs such as Aspentech CCE (Capital Cost Estimator), etc., and familiarity with estimate databases such as Richardson or similar is required.</li> <li>Experienced with SAP system.</li> <li>Certification in Project Management Professional (PMP), AACE-CCP (American Association of Cost Engineers – Certified Cost Professional), or AACE-CEP (American Association of Cost Engineers – Certified Estimating Professional) will be preferred.</li> </ul>
