The Alkimos Seawater Desalination Plant will guarantee Perth’s future water needs for generations to come. Job Description To reduce our dependence on rainfall and groundwater and support the growing population, Water Corporation has formed the Alkimos SeaWater Alliance, which includes ACCIONA Construction Australia. The Alliance will design, construct, operate and maintain the Plant which will produce 50 billion litres of drinking water per year, with provision to expand by an additional 50 billion litres per year in the future. Having already constructed 89 desalination plants worldwide, ACCIONA is a pioneer and the global leader in the sustainable desalination sector. Construction of the Alkimos Seawater Desalination Plant will commence over the coming months and the project is expected to be completed in 2029. To help us construct the Alkimos Seawater Desalination Plant we will need some of Perth’s top Engineering and Construction professionals to join our team. One of the first roles we are seeking to recruit is a Procurement Manager. Reporting into the Commercial Manager, this role will see you responsible for the establishment and implementation of systems and processes to ensure all goods and services are procured in a timely and compliant manner. You will be leading the subcontractor/supplier procurement in order to attain the procurement objectives and optimise the supply chain engagement. Key accountabilities for the position: - Lead the Procurement a team to execute the wider Procurement strategy, in conjunction with the Alliance team, including strategic planning for key packages and long lead items - Closely support key stakeholders across the Alliance, to administer the cost planning process, enhance risk management systems and promote opportunities for the Alliance. - Contribute to Risk and Opportunity systems and lead the development of registers for your area of control to manage and control risk and maximise opportunities. - Professional management of; Tender Probity, State Government Procurement Policy, Commercial Governance, auditing & reporting, and Business Risk Management. - Demonstrate leadership and assist in creating and sustaining a culture to develop and retain a high performing team. Required Skills and Competencies - Relevant tertiary qualification strongly preferred but not essential. - Construction, project or manufacturing environment strongly preferred. - Demonstrated ability to execute large procurement programs from concept through implementation, ideally within the construction industry. - Sound commercial acumen accompanied by proven negotiation and inter-relationship skills. - Strong knowledge in the full scope of procuring and packaging technical works /materials, from development of scope and RFQ documentation, managing the tendering process, commercial review and working with the contracts team to award of contract. - Extensive exposure in Contracts negotiation, auditing, compliance and risk management. - Demonstrated experience leading high performing Contracts Administration and/or Procurement teams.
